driven into the one or two regular lines which may be able to
arrange for their own vessels to run in conjunction with their
ocean-going steamers, or which can arrange to send the latter
into the Coast Ports for the purpose of securing the trade.
In addition to this cargo (shipped in many
cases on through Bills of Lading), there is a large volume of
trade which is handled by Merchants in Hongkong itself.
This trade, consisting of a number of articles
produced in other countries will, if now shipped from this
Colony on Bills of Lading signed in Hongkong, also have to bear
the higher import duty on arrival in France,
With the exception of China, ry Committee
believes that all the countries whose produce is at times
transshipped here, i.e. America, Canada, Japan, Russia and
Netherlands India, have conventions with France. These Con-
-ventions in the case of many articles of commerce contain
minimum and maximum tariffs which are applied to the goods in
question if sent either direct or via another country as the
case may be.
Cargo from the above countries and their
dependencies is, to a very large extent, handled in Hongkong..
It is further quite conceivable that within a measurable
distance of time China may also make a Trade Convention with
France, in which case nearly all the export trade of Hongkong
will be liable to the extra surtax on arrival in France.
To mention one case, I ray state that a
leading Shipping Campany which has a regular service from the
Facific Coast has recently been obliged to transship all their
turough cargo at Yokolima, instead of at Hongkong, as hitherto,
in order to avoid any question as to the goods being liable to
the higher import duty.
It is clear from the above that a very
serious blow has been dealt to the trade of this Colony,
affecting not only the shipping, but all classes of Merchants,
Chinese x and Foreigner. My Committee would now ask that the
